The process: Every bill in Maine must be approved by both the Senate and the House to become law. It starts in the chamber where the lead sponsor serves. A bill needs a majority “Ought to Pass” vote (or majority “Yes” vote) in both chambers before going to the Governor. Bills can move back and forth between chambers if changes are made—so it’s not final until both chambers agree.
